I was told this 1995 anime was aimed at 1990s Japanese - and it was supposed to reflect how boys from 1980s may turn out - full of 1980s morals when everything was good, lacking 1950s ability to survive the bad economy, lacking 1960s ability to thrive, lacking 1970s ability to prosper, even though having 1980s-based dreams, aspirations, and probably being educated enough to handle the tools provided by their legacy - education or 'piloting' some weird machine…
