>>43400 not him but pretty much any program you can zoom in and then draw in pixels and then just rescale it, you need to choose nearest neighbor scaling algorithm
>>43400 I use Aseprite, which is great for pixel art. You can find a free version online, which I use. To get the sprite larger, I changed the sprite size to 1000 x 1000. Or you could do what >>43406 recommended, both work.

Painting with the mouse is immersive, in a strange sort of way. The image never comes out as well as it would have if a more traditional drawing tool were used, but it's oddly satisfying.
