5.Zones

Zone 5 needs thorough development, secularization, modernization, urbanization, more rail transportation networks. That's why it's better for all muslims to be in it when it's happening, rather than scattered around. You transition them all to the developed state as one group rather than going through the bother of plucking them one at a time in whatever place they are. Zone 5 has to at least be as decent as Zone 4 by 2040.
Unfortunately for Afghanistan, in this hypothetical scenario, it will simply cease to exist, as it were, and the country will be divided between China and Pakistan, or China, Iran and Pakistan, or just China itself. With existing technologies, 5-10 years of 'Xinjiang solution' should help speed Zone 5 to the modern world.

It was because they were posted in unrelated threads, deleted, posted again by the same guy, deleted, then posted again by the still banned guy with additional insults to the userbase tacked on to his copypasta. The poster had no involvement with the site beyond his single repeated post so he was deemed an outsider.
